• <br /> 0••••••••4Pem <br /> ORDINANCE NO. 2700-03 <br /> An ordinance of the City of Everett, Washington,providing for the <br /> condemnation,appropriation, taking and/or damaging of certain <br /> land,property and/or property rights for the construction of roadway <br /> improvements in the vicinity of State Route 527 between 112th Street <br /> S.E. and 132nd Street S.E., in accordance with Washington State <br /> Department of Transportation standards; and directing the City <br /> Attorney to prosecute the appropriate action and proceedings in the <br /> manner provided by law for said condemnation. <br /> WHEREAS the City Council for the City of Everett, Washington has determined that <br /> public health, safety and convenience demand road improvements to be constructed and <br /> maintained within the vicinity of State Route ("SR") 527 between 112th Street S.E. and <br /> 132❑d Street S.E. (the "Project"). <br /> WHEREAS this Project is part of the transportation element of the City's GMA <br /> Comprehensive Plan and in the City's six-year Transportation Improvement Plan. This <br /> Project is also within the WSDOT statewide transportation improvement plan. <br /> WHEREAS the Project will replace the existing two-lane roadway with a five-lane <br /> roadway that will have pedestrian sidewalks and bicycle lanes on both sides of the road. <br /> WHEREAS the Project will provide for storm water run-off detention and treatment. <br /> The Project will also provide landscaping and lakeshore improvements such as fishing <br /> piers, sidewalks, picnic tables, benches, and interpretive signs along the east shoreline of <br /> Silver Lake. The plans are described in construction drawings and plans contained in a <br /> two-volume set of approximately 450 sheets prepared to WSDOT standards for <br /> administration of construction by WSDOT. <br /> WHEREAS the location of the road improvements is dictated by the traffic problems <br /> along the SR 527 corridor between 112t Street S.E. and 132"d Street S.E. The existing <br /> traffic counts exceed roadway capacity during peak traffic volume periods along the full <br /> length of the Project. The improvements to the roadway are designed to relieve the <br /> existing traffic congestion problems as well as provide additional benefits such as storm <br /> water run-off detention and landscaping. <br /> WHEREAS the failure to construct such road improvements will cause traffic counts to <br /> continue to exceed capacity within the SR 527 corridor between 112th Street S.E. and <br /> 132"d Street S.E., create the potential for additional traffic accidents and inhibit economic <br /> development within the City of Everett. <br /> 1 <br /> m26181-366327.5.doc <br />
