/SP <br /> 0114014r.g.4.1 <br /> ORDINANCE NO. <br /> 2705-03 <br /> AN ORDINANCE Amending the Comprehensive Plan Text and Map Relating to the Updated <br /> Shoreline Master Program and the 2002 Comprehensive Plan Updates, Amending Exhibit A to <br /> Ordinance No.2021-94, as Amended <br /> WHEREAS, in April 2002 the City Council approved an updated Shoreline Master Program <br /> (SMP); and <br /> WHEREAS, the Washington Department of Ecology approved the SMP, and the update became <br /> effective on May 3, 2002; and <br /> WHEREAS, the regulations and environment designations in the SMP were adopted as part of <br /> the Zoning Code (Shoreline Overlay District), and the goals and policies were adopted as part of <br /> the Comprehensive Plan; and <br /> WHEREAS, during the process to update the SMP, the City identified changes to the <br /> Comprehensive Plan and Zoning Code that would be required to implement the SMP; and <br /> WHEREAS, a Final Determination of Non-Significance on the proposed revisions to the <br /> Comprehensive Plan and Zoning map and text was issued on May 5, 2003; and <br /> WHEREAS, the City of Everett adopted a Comprehensive Plan in August 1994 in conformance <br /> with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS, the City of Everett initiated its 2002 annual comprehensive plan amendment <br /> process in July, 2002, which included the proposed revisions to the Comprehensive Plan text and <br /> map to provide consistency with the SMP; and <br /> WHEREAS, the intent of this ordinance is to make revisions to the Comprehensive Plan to <br /> implement the goals, policies, and environment designations in the SMP related to transportation <br /> facilities, and areas designated Aquatic, Aquatic Conservancy, Urban Conservancy, Urban <br /> Conservancy Recreation, and Urban Multi-Use in the SMP; and <br /> WHEREAS, the City Council finds that the proposed amendments to the Comprehensive Plan <br /> policies that provide for an Aquatic designation, provide for designating publicly owned <br /> environmentally sensitive areas Parks/Public Open Space, revise the Land Use Designation/ <br />
