Equivalent Zoning table, and provide for transportation facilities of statewide significance are <br /> consistent with the criteria for revisions to the Comprehensive Plan policies as follows: <br /> 1. Circumstances related to the subject policy have changed sufficiently since the adoption of <br /> the plan to justify a change in the subject policy. The circumstances which have changed <br /> which support the proposed amendment to the policy are: <br /> The Land Use designation/equivalent zoning table is being revised to reflect the adoption of <br /> portions of the SMP as an element of the Comprehensive Plan and portions as part of the <br /> Zoning Code. <br /> The new Aquatic designation location text proposed provides for a designation consistent <br /> with the adopted SMP. <br /> The text change in the Open Space policies provides for Open Space designations on publicly <br /> owned environmentally sensitive areas to provide more consistency between the <br /> Comprehensive Plan Map and SMP designations. These changes are a result of the <br /> environmental analysis and documentation that occurred as part of the SMP update. <br /> The SMP provides for Transportation Facilities in all shoreline environments. However, the <br /> Comprehensive Plan and Zoning Code do not specifically address where most transportation <br /> facilities can be located. The proposed Comprehensive Plan text would provide for <br /> transportation facilities of statewide significance in all zones. This is consistent with the <br /> SMP that acknowledged that linear facilities do and could occur in all shoreline <br /> environments. <br /> 2. New information available which was not considered at the time the plan was adopted justify <br /> a change to the policy. The new information supporting the policy amendment is as follows: <br /> New information developed in the SMP update led to the proposed revisions, including new <br /> environmental inventories, vision statements and shoreline environment designations for <br /> specific properties, and analysis of transportation facilities. This information was not <br /> available at the time the Comprehensive Plan was adopted in 1994. The revisions also reflect <br /> the City's purchase of lands for park expansion that occurred in recent years. <br /> 3. The proposed change in policy promotes a more desirable growth pattern for the community <br /> as a whole. <br /> The proposed text revisions will promote a more desirable growth pattern by protecting <br /> environmentally sensitive areas and providing for the transportation facilities that will ensure <br /> the mobility of the public, as well as interstate and international products. <br /> 4. The proposed policy change is consistent with other existing plan policies. <br />
