The City of Everett purchased lands around Silver Lake after adoption of the Comprehensive <br /> Plan in 1994. Land south of the existing Thornton A. Sullivan Park and the Green Lantern <br /> property on the east side of the lake were purchased for park purposes. Other properties were <br /> purchased to accommodate the expansion of SR 527. <br /> The planned transfer of ownership of the Mukilteo tank farm property from the federal <br /> government to the Port of Everett is also a significant change. A memorandum of <br /> understanding provides for the redevelopment of the property jointly with the Port of Everett, <br /> City of Mukilteo, Sound Transit,DOT, Tulalip Tribes and City of Everett. The <br /> redevelopment will primarily accommodate the relocation of the ferry terminal, a new Sound <br /> Transit station, Port of Everett pier, commercial and recreational uses, public access, and <br /> maybe some residential use. This is consistent with the 2002 SMP vision statement and <br /> environment designation for the property. <br /> 4. The proposed land use designation promotes a more desirable land use pattern for the <br /> community as a whole. <br /> The Waterfront Commercial designation on the Mukilteo tank farm property will allow the <br /> area to be jointly planned and developed by the parties to the memorandum of understanding. <br /> The properties designated Aquatic and Open Space are already regulated under the City's <br /> environmentally sensitive area regulations and SMP provisions. However, showing those <br /> designations on the Land Use Map will provide additional notice to property owners and the <br /> public that development in those areas is limited. <br /> 5. The land use designations should not be applied to other properties in the vicinity of the <br /> amendments at this time, for the following reasons: <br /> The Aquatic designation would apply only to water areas. The Open Space designations are <br /> based on the inventory and analysis in the SMP. That designation could be applied to <br /> properties outside of shoreline jurisdiction in the future based upon future environmental <br /> inventories. The Waterfront Commercial designation is only being applied to the land area <br /> north of the BNSF railroad line that has been used for the tank farm. Properties south of the <br /> line should remain residential. <br /> 6. The proposed change of land use designations would have the following impacts on the <br /> current use of other properties in the vicinity, and the following measures would be taken to <br /> assure compatibility with the uses of other properties in the vicinity. <br /> Some of the uses allowed in the Waterfront Commercial land use designation and zone could <br /> affect the use of other properties in the vicinity with night-time noise. In addition, some of <br /> those uses are not compatible with the vision statement for the area set forth in the Shoreline <br /> Master Program. Permitted uses on the Mukilteo Tank farm property would be limited over <br /> what can occur in other Waterfront Commercial zones in order to limit impacts on nearby <br /> residential areas and to provide consistency with the SMP vision statement for the property. <br />
