The changes in designations to Aquatic and Parks /Public Open Space should not adversely <br /> affect properties in the vicinity of those changes. <br /> 7. The changes of the land use designations would create pressure to change the land use <br /> designation of other properties in the vicinity as it relates to the 2.0 Parks/ Public Open <br /> Space designation. However, the change of land use designation for other properties would <br /> be in the best long-term interests of the community in general. <br /> There will likely be additional requests in the future to designate public properties outside of <br /> shoreline jurisdiction as 2.0 Public Parks/Open Space. These requests would be in the <br /> community's long-term interest by providing for public parks and/or protecting <br /> environmentally sensitive areas for future generations. <br /> The Aquatic and Waterfront Commercial changes should not put pressure for change on <br /> other properties in the area. <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: Section V.D.23 of the Land Use Element of the City of Everett Growth <br /> Management Comprehensive Plan, Exhibit A of Ordinance No. 2021-94, as amended, is hereby <br /> amended by the addition of the following text: <br /> Aquatic. (7.1 on the Land Use Map.) This designation has been applied to all <br /> aquatic areas below the ordinary high water mark for the Snohomish River, Port <br /> Gardner Bay, and all lakes within Everett's Urban Growth Boundary, as well as <br /> the lands underlying those waters. Exceptions include the aquatic areas within the <br /> Urban Deep Water Port and Urban Maritime shoreline environments. <br /> SECTION 2: Paragraph one of Section IV.C.1.6 of the Land Use Element of the City of <br /> Everett Growth Management Comprehensive Plan, Exhibit A of Ordinance #2021-94, as <br /> amended, which currently reads as follows: <br /> The Growth Management Act requires that the land use element designate the general <br /> distribution, general location and extent of a variety of uses of land, including open spaces. <br /> GMA states that each city and county"shall identify open space corridors within and between <br /> urban growth areas. These open space corridors shall include lands useful for recreation, wildlife <br /> habitat, trails and connection of critical areas." The Washington Administrative Code (WAC) <br /> guidelines for preparing the Land Use Element suggest including the generalized location of land <br /> needed for open space corridors within the planning area. Aside from park lands and other <br /> publicly owned open space areas, such as school playfields and Port of Everett recreational <br /> property, open space lands will not be designated as a land use category on the Land Use Map. <br /> However, a separate map indicating existing open space lands is included in the land use element <br /> as a supplement to the policies contained herein. In addition to public park and school lands, <br /> other portions of the Everett Planning Area may be considered to be permanent open space, such <br /> as lands which are regulated as environmentally sensitive areas, excess lands within public <br /> rights-of-way, utility corridors, land placed in tracts or under covenants as greenbelts or native <br />
