facilities of statewide significance are consistent with the criteria for revisions to the Zoning <br /> Code text, as follows: <br /> 1. The proposed amendments are consistent with the applicable provisions of the Everett <br /> general plan. <br /> The provisions for the new Aquatic zone and Open Space zone are consistent with the <br /> provisions in the Shoreline Master Program related to the Aquatic, Aquatic Conservancy, <br /> Urban Conservancy, and Urban Conservancy environment designations. The language for <br /> transportation facilities of statewide significance is consistent with the provisions in the <br /> Shoreline Master Program that recognize that transportation facilities are linear facilities that <br /> may be located in any environment. <br /> Comprehensive Plan Land Use Policy 1.11.7.e High Capacity Transit Corridors/Transit <br /> Stations states that land use designations in proximity to high capacity transit stations should <br /> provide for a variety of uses which support the needs of commuters and area residents, yet <br /> protect the essential qualities of existing residential neighborhoods. A Sound Transit <br /> station and ferry dock are expected to locate on the Mukilteo Tank farm property. The <br /> proposed zoning of the Everett portion of the property provides for a variety of uses <br /> consistent with the SMP vision statement for the area, but limit uses that are not a priority in <br /> shoreline areas, and uses that have the potential to adversely impact nearby residents. <br /> 2. The proposed amendments bear a substantial relation to public health, safety or welfare. <br /> The proposed Aquatic and Open Space zones provide more information to property owners <br /> and the public regarding the limited potential for use of those properties. It also ensures the <br /> protection of environmentally sensitive areas to a greater extent that what could be allowed <br /> under"reasonable use" provisions if the properties remained zoned for heavy industrial, <br /> commercial, and residential uses. <br /> The text regarding transportation facilities of statewide significance provides for the <br /> continued expansion and improvement of existing transportation facilities throughout the <br /> City, including facilities such as SR 529 and I-5. This will help to ensure the safety of <br /> facilities, mobility of the public and interstate and international goods, and continued <br /> economic development in the region. <br /> 3. The proposed amendments promote the best long-term interests of the Everett community. <br /> The proposed Aquatic and Open Space zones will help to ensure the protection of these areas <br /> for future generations. <br /> The text revisions for transportation facilities of statewide significance provide for future <br /> expansions and construction of facilities necessary for the mobility of the citizens of the state <br /> and for interstate and international trade. These improvements will help to support the <br /> economic vitality of the City of Everett and State of Washington; and <br />
