t <br /> WHEREAS, the City Council finds that the proposed area-wide rezones to P (Public Park), AQ <br /> (Aquatic), OS (Open Space) and WC (Waterfront Commercial), and the revision to the zoning <br /> boundary in the Port's south terminal area are consistent with the criteria for revisions to the <br /> Zoning map as follows: <br /> 1. The proposal is consistent with the applicable provisions of the Everett general plan. <br /> All of the proposed changes are consistent with Section 4 of the SMP, including shoreline <br /> environment designations with associated purpose statements, classification criteria, <br /> descriptions of areas designated, vision statements for many of those areas, and management <br /> policies. <br /> The revisions are consistent with specific policies in the Comprehensive Plan, including <br /> Land Use Element. <br /> Policy 1.2.6.d. Identify on the Land Use Map appropriate areas in which to apply the <br /> following commercial land use designations: Waterfront Commercial: Water-oriented <br /> districts which create or reinforce a distinct character associated with the shoreline location, <br /> and which combine commercial activities with recreational activities or promote a high level <br /> of public contact with Everett's shorelines. <br /> The Open Space map on LU-27 shows Ferry Baker and Weyco Islands, and Jetty Island as <br /> Open Space. <br /> Locational Criteria on LU-65 Parks/Public Open Space. This designation has been applied to <br /> existing parks, golf courses, and publicly owned open space areas. <br /> Locational Criteria on page LU-66 Waterfront Commercial. This designation is applied to <br /> limited portions of the Everett shoreline which have a unique shoreline character and which <br /> provide for increased public access to and enjoyment of the shoreline, or which provide for <br /> uses that are supportive of other water-dependent and water-related uses. <br /> Economic Development Element <br /> Policy 5.3.1 Identify and map sites appropriate for redevelopment and enhancement. <br /> Policy 5.5.2 Protect the valuable natural functions and aesthetic benefits provided by <br /> environmentally sensitive areas and open space. <br /> Housing Element. The Mukilteo tank farm property is currently designated residential on the <br /> Comprehensive Plan. This is an erroneous designation based upon ownership, location, and <br /> historic use of the property. <br /> Changing the designation of a property from single family to Waterfront Commercial is not <br /> entirely consistent with the Housing and Residential Land Use policies.
