Section 21: Section 7.F.6.a of Ordinance No. 2328-98, as amended by Ordinance No. <br /> 2536-01 (EMC 18.28.110.A),which reads as follows: <br /> A. Whenever a division, redivision, or alteration of such division of land is on an <br /> existing public street, such frontage shall be fully improved in accordance with <br /> city standards, including pedestrian improvements. In lieu of providing frontage <br /> improvements, the applicant may pay a voluntary fee. A fee in lieu of frontage <br /> improvements will be permitted when: <br /> 1. The proposed frontage improvement(s) including pedestrian improvements <br /> would not result in a smooth transition to existing improvements; <br /> 2. Providing a sidewalk or walkway on a single property's frontage would not <br /> effectively provide for pedestrian safety; or <br /> 3. The proposed frontage improvement(s)may negatively impact drainage or <br /> traffic facilities in the area. <br /> is hereby amended to read as follows: <br /> A. Whenever a division, redivision, or alteration of such division of land is on <br /> an existing public street, such frontage shall be fully improved in <br /> accordance with city standards, as administered by the City Engineer, <br /> including pedestrian improvements. In lieu of providing frontage <br /> improvements, the applicant may pay a voluntary fee. A fee in lieu of <br /> frontage improvements will be permitted when: <br /> 1. The proposed frontage improvement(s) including pedestrian improvements <br /> would not result in a smooth transition to existing improvements; <br /> 2. Providing a sidewalk or walkway on a single property's frontage would not <br /> effectively provide for pedestrian safety; or <br /> 3.
