Conclusion: Everett Community College is an essential public facility and the only major <br />college facility in Everett and Snohomish County. The proposed signage plan is essenfial <br />in promoting the existing and planned institutional land uses in the area of the subject <br />property and enhances the aesthetics of the surrounding area. <br />3. Whether the signs and their placement obsiructs or interferes with any other signs <br />or property in the area or obstructs natural scenic views. _ <br />Findinqs: The Digital Readerboard Sign exceeds the maximum eight (8) foot height limit <br />for a freestanding sign in�the BMU zone. The proposed location of this sign is at the low <br />point between two (2) hills and will not obstruct or interfere with any other signs or property. <br />in the area or obstruct natural scenic views. <br />Concfusion: With the exception of the Readerboard Sign, all of the proposed monument <br />and freestanding signs meet the size and height limitations of Sign Category "D" which <br />limits freestanding signs to a maximum sign area of 32 square feet and a maximum height <br />of ten (10) feet with a required ten (10) foot setback from the property line abutting the <br />street ROW. <br />4. Whether the proposed plan is aesthetically superior to what could be installed <br />under existing criteria in this section <br />Findinqs: Yes, under the. existing sign criteria all of the monument signs and freestanding <br />signs are only required to rrieet the size and height requirements of Sign Category "D". <br />The Comprehensive Design Sign Plan requires the applicant to integrate signs into the <br />framework of buildings, landscaping and other design features of the property utilizing an <br />overall design theme. <br />The Digital Readerboard Sign exceeds the height limit of the BMU zone and the Primary <br />Vehicular Directional Signs do not meet the maximum sign area of 32 square feet for <br />freestanding signs in the R-2-I zone. The applicant is proposing a comprehensive design <br />plan to integrate all of the signs into a framework utilizing a central design theme including <br />brick that matches recent building materials, landscaping, graphics, text fonts, standard <br />college logo and uniform color themes. <br />Conclusion: The proposed Comprehensive Design Plan is aesthetically superior to what <br />could be installed under the existing sign criteria in this section. <br />DECISION <br />Everett Community College is an essential public facility which provides essential <br />educational facilities, recreational and employment opportunities for the residents of <br />Everett and Snohomish County. Way-finding and identification signs located along major <br />college roads and at key intersections and/or entrances to the campus are critical to the <br />future development pians for Everett Community College. A comprehensive and uniform <br />signage system blending building materials, graphics, landscaping and color, which <br />clearly identifies the college and associated facilities, and also establishes the character, <br />permanence and dignity of this institution provides a basis for the approval of this <br />Comprehensive Design Plan <br />5 <br />
