B. By submitting the application for approval and by accepting the permit if issued, the Everett <br /> High School permit holder agrees to park in the areas designated herein between 7 a.m. and 2 <br /> p.m., Monday through Friday, except for school holidays. In order to be eligible as provided in <br /> Section 6 of this ordinance, the Everett High School permit holder must sign an agreement <br /> contained in the application, which outlines the affected areas unavailable to Everett High School <br /> permit holders on weekdays from 7 a.m. to 2 p.m, except school holidays. By signing the <br /> agreement, among other things, the permit holder waives their right to park in the following <br /> affected areas from 7 a.m. to 2 p.m. and consents to enhanced penalties for violating the terms of <br /> the permit pursuant to Section 11 of this ordinance: <br /> 1. The south side of 25th Street between Hoyt Avenue and the alley west of Wetmore <br /> Avenue <br /> 2. The west and east sides of the 2500 and 2600 block of Colby Avenue <br /> The Traffic Engineer shall mark the spaces within the affected areas by erecting signs that shall <br /> read as follows: "No High School Parking." <br /> C. A valid Everett High School permit when properly displayed on the vehicle for which it was <br /> issued shall exempt that vehicle, while within the zone for which the permit is issued, from <br /> citation for parking longer than the posted time limit between the hours of 7 a.m. to 2 p.m., <br /> Monday through Friday, except for school holidays. The permit shall be valid only within the <br /> area designated in Section 4 of this ordinance. The permit shall not guarantee a parking space <br /> nor shall it exempt the operator from observing all other parking and applicable regulations. The <br /> permit shall be nontransferable and valid for one school year from the date of issue, so long as <br /> the permit holder retains the vehicle and is either a student or faculty member in good standing <br /> of Everett High School. <br /> Section 6: Eligibility. Eligibility for the Everett High School permit shall be established upon <br /> proof of Everett High School student or faculty status and proof of ownership or control of the <br /> vehicle for which the permit is sought. Proof of ownership or control of the vehicle for which <br /> the permit is sought shall be established by possession of a valid registration or other indicia of <br /> title, or by display of valid registration of the vehicle to another person accompanied by the <br /> signature of said person on the application. The signature serves to authorize the applicant's <br /> physical control of the vehicle during 7 a.m. to 2 p.m. on weekdays as the applicant's means of <br /> transportation to and from Everett High School for educational or work purposes. The <br /> application also shall contain a printed agreement stating, among other things, that the permit <br /> holder waives their right to park in the parking spaces within the affected areas and consents to <br /> enhanced penalties for violating the conditions of the permit as determined pursuant to Section <br /> 11 of this ordinance. The applicant must sign the agreement printed in the application in order to <br /> be eligible for the permit. <br /> Section 7: Everett High School Administration — Permit Issuance Authority. The City <br /> authorizes the Everett High School administration to advertise the program, create all application <br /> forms, administer the application process, and to issue permits to its students and faculty. The <br /> school administration shall devise the application, but shall include certain provisions as outlined <br /> pursuant to Section 8 of this ordinance, subject to the City's approval.
