The City's land use approval comments were as follows: <br /> In order to meet stormwater management requirements for this project, the Boeing Company will contract with the <br /> Snohomish County Airport—Paine Field(Airport) to provide storm water detention in the Airport's Alpha regional <br /> detention facility(Alpha Pond). Stormwater treatment will occur, in accordance with the Airport's requirements, prior to <br /> discharge to the Alpha Pond. Therefore, Snohomish County will be responsible for the review and approval of the <br /> stormwater treatment and flow control facilities and design documents for this project. We understand that Paine Field/Snohomish County has made the decision to <br /> detain the stormwater runoff and that the drainage report should state that. We referenced the email from Jan O'Neill, <br /> identifying that Alpha Pond has Capacity and unfortunately it was not included in the report. Please find a pdf of that <br /> email attached. Also, we will include in the report the email sent by Bill Dolan to you stating that the Alpha Pond has <br /> capacity to detain the runoff from the site. It also says that the project site is required to provide stormwater quality <br /> treatment onsite. The 1991 EIS document (attached) is the document used for the vesting of the stormwater quantity <br /> analysis and it is assumed that this analysis will comply with the recommendations of the 1992 DOE Manual.
