Ted Budden
From: Ted Budden
Sent: Tuesday, March 08, 2016 4:57 PM
To: Kevin Fagerstrom
Subject: RE: 1025 52nd St
Kevin,
We conducted an inspection of the property located at 1025 52nd St SE today. The purpose of the inspection was to
assess the code concerns and violations being discussed in the attached emails. Here is a summary of our observations.
Alterations and additions have been made to the main structure and garage without required permits. This activity
includes expansion of the footprint of the building and electrical work.
Fire damage repairs have been made to the main structure. This work has been completed without permits and
required inspection approvals. The unpermitted repairs are of an unknown quality and are therefore suspect. The
portion of the building where the fire damage occurred is a separate apartment that is now occupied by a tenant. The
owner told me that the fire was caused by an electrical defect.
An accessory structure located at the NE. corner of the property was observed to have structural defects and
deficiencies in the east roof area of the building. Alterations to increase the size of this structure have been made
without required permits and approvals. Electrical installations have also been made to this structure without permits
and approvals.
Significantly unsafe and defective wiring was observed and photographed in this structure during our visit.
It was observed that this accessory structure lacks required setbacks on the north and east sides. The building extends to
the property lines at these locations.
A portion of this structure is finished in a manner that indicates that it is used for habitation. Walls are finished and
painted, wood flooring has been installed. Electrical outlets and lighting is installed including a ceiling mounted paddle
fan.
This detached structure is not approved for nor is it suitable for occupied habitable space.
This construction activity and the associated conditions are violations of adopted codes.
These structures are Unlawful Structures as defined by code.
I have posted the main building with an Unsafe Structure placard.
Photos and reports are being entered into the CRW system.
I support and encourage the continuing enforcement action on this property to abate these violations and conditions.
Thank you for the opportunity to provide assistance in this matter.
Ted Budden
Chief Inspector
Everett Building Department
425.257 7271
(20)
