Uses not being covered in this EIS are listed in Table 1-1 in the Land Use Section. Examples of uses that are not <br /> being covered because they may have significant air quality impacts are mining activities,cement and asphalt <br /> manufacturing,composting facilities,dog and cat food manufacturing,fish processing,and landfills. Additional <br /> SEPA analysis will be required for these uses. <br /> 5.3 Mitigation Measures <br /> 1. Regardless of their compliance with existing pollution control regulations,certain uses historically generate the <br /> majority of odor complaints received by PSAPCA. Those uses of greatest concern in this regard include <br /> industries that use fiberglass resin and varnish,spray painting(including paint hangers and outdoor spray <br /> painting),metal finishing,breweries and wineries,and loading areas(diesel emissions). The following <br /> restrictions shall be placed on these uses: <br /> Truck loading and maneuvering areas. These uses are currently prohibited within 130 feet of residential areas <br /> in the M-1 zone and 100 feet of residential areas in the M-M zone. These zones cover the majority of the <br /> portion of the Subarea abutting residential properties. Exceptions include a small B-1 parcel and a small C-2 <br /> parcel along the eastern boundary of the Subarea. Requiring even a 100 foot setback from residential areas for <br /> loading could overly restrict development of these two sites. Development on these sites shall be designed to <br /> limit the impacts of loading areas on residentially zoned property. <br /> Breweries and wineries shall be prohibited within 350 feet of residential areas and the Sno-Isle Skills Center <br /> unless an air quality study completed by a qualified expert shows the use will not result in odors in the <br /> residential/school area. Larger-sized breweries(e.g.Rainier Brewing)must have a minimum separation of 350 <br /> feet. When located between 350 and 1,000 feet of a residential/school area,a study must be completed to <br /> demonstrate that the brewery will not result in significant odor impacts on residential areas and the Sno-Isle <br /> Skills Center. <br /> Metal finishing,fiberglass resins varnish: Portions of businesses that regularly finish metal and/or use <br /> fiberglass resin and varnish as a primary part of their manufacturing activities shall be prohibited within 300 <br /> feet of residential areas and the Sno-Isle Skills Center, unless an air quality study completed by a qualified <br /> expert shows the use will not result in odors in the residential/school area. <br /> Paint hangers outdoor spray painting_ Portions of businesses that include paint hangers and outdoor spray <br /> painting(completed outdoor,because objects are too large to spray inside)shall be prohibited within 300 feet of <br /> residential areas and the Sno-Isle Skills Center,unless an air quality study completed by a qualified expert <br /> shows the use will not result in odors in the residential/school area. (SEPA Air Policies) <br /> Section 6: ENERGY AND NATURAL RESOURCES <br /> 6.1 ELECTRIC ENERGY <br /> 6.1.1 Threshold <br /> The PUD No. 1 forecasts an adequate supply of electricity for the SW Everett Subarea. Special Property Use <br /> permits are required for aboveground utility facilities. These reviews will address landscaping and screening,view <br /> and compatibility issues. <br /> 6.1.3 Mitigation Measures <br /> 1. All power lines carrying a voltage of less than 15 kV must be undergrounded. (SEPA Land and Shoreline Use <br /> Policies) <br />
