1 ' <br /> I L <br /> ORDINANCE NO. 3049-07 <br /> An Ordinance amending Ordinance No. 2792-04 <br /> (EMC 5.72.210), relating to medical service response fees to recover ac u. costs <br /> associated with the Everett Fire Department's transport of sick or injured persons <br /> Whereas, pursuant to RCW 35.27.30(15) and other authority, since 1974 the City of <br /> Everett Fire Department has been providing emergency medical services and other <br /> emergency responses for Everett and for other cities that have contracted for such <br /> services; and <br /> Whereas, the Fire Department provides both Basic Life Support (BLS) and Advanced <br /> Life Support (ALS) emergency medical services during the transport of patients; and <br /> Whereas, pursuant to RCW 18.73.030, BLS emergency medical services involve <br /> noninvasive emergency medical services requiring basic medical treatment skills while <br /> ALS emergency medical services involve invasive emergency medical services requiring <br /> advanced medical treatment skills; and <br /> Whereas, pursuant to EMC 5.72.220, the Fire Department is authorized to set its <br /> transport service fees at rates that would cover the actual cost incurred in providing the <br /> services; and <br /> Whereas, pursuant to EMC 5.72.220(M), the determination of fees may be based on <br /> criteria that takes into account differences in the character of the services furnished as <br /> well as differences in the cost of maintaining, operating, repairing and replacing different <br /> equipment, or other"matters which constitute a reasonable ground for distinction", and <br /> Whereas, in Ordinance No. 2792-04, the City Council imposed rates of$675.00 per ALS <br /> transport plus $15.00 per mile and 4475.00 per BLS transport plus $15.00 per mile; and <br /> Whereas, $675.00 per ALS transport plus $15.00 per mile no longer represents the actual <br /> cost of providing ALS transports; and <br /> Whereas, the Fire Department has identified ALS 1 and ALS 2 as the two tiers of <br /> emergency medical services that fall under the category of ALS; and <br /> Whereas, ALS 2 involves greater degree of intervention in terms of services or supplies <br /> than ALS 1; and <br /> Whereas, the fee for an ALS 2 transport should be set higher than an ALS 1 transport if <br /> the Fire Department is to recover the actual cost of such transports and distribute more <br /> fairly the monetary burden of providing the ALS 2 transport service; and <br />
