August 13, 2014 <br /> PUBLIC HEARING — COUNCIL BILL NO. 1407-35 <br /> Council President Moore recused himself due to his employment at the <br /> Everett Public Schools. <br /> Allan Giffen, Planning, stated that the proposed change would take the <br /> city's school impact mitigation fee program from the State Environmental <br /> Policy Act (SEPA)-based system to a Growth Management Act (GMA)- <br /> based system. The program will be based more on the capital facilities <br /> plans that the School District prepares and provides to the city every two <br /> years that are incorporated into the city's comprehensive plan. <br /> Vice President Bader opened a public hearing regarding Council Bill No. <br /> 1407-35 establishing School District Impact Fees for Residential <br /> Development in the city of Everett. <br /> Vice President Bader invited public comment. There was no response. <br /> Moved by Council Member Gipson, seconded by Council Member <br /> Anderson, to close the public hearing. <br /> Roll was called with all council members voting yes except Council <br /> Member Moore who was recused. <br /> Motion carried. <br /> COUNCIL BILL 1407-35 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE establishing School District Impact Fees for <br /> Residential Development in the city of Everett based upon <br /> School District Capital Facility Plans required under the <br /> Growth Management Act <br /> Moved by Council Member Roberts, seconded by Council Member <br /> Murphy, that this is declared to be the third and final reading of Council <br /> 227 <br />
