A. The sign category for the zone in which the sign is proposed must allow for internal <br /> illumination of signs (Sign Categories A, B, and C), except as provided in paragraph H of <br /> this section. <br /> B. The maximum sign area for a changing electronic message center, which is <br /> freestanding or wall mounted, shall be no greater than seventy-five percent of the <br /> maximum total allowable sign area designated by the sign category for the underlying <br /> zone, or one hundred square feet, whichever is less. <br /> C. Only those changing electronic message signs utilizing monochrome colors such as <br /> white, red or amber, shall be permitted. No RGB (Red-Green-Blue)technologies or other <br /> multi-colored display shall be permitted in an electronic message center sign in a manner <br /> that would create a video board as defined by Section 4.020. This section does not <br /> prohibit the use of color in a sign that is not a video board. <br /> D. Changing electronic message signs shall maintain a 2-1-2 transition frequency. "2-1- <br /> 2"means a message display time of a minimum of two seconds, a transition time between <br /> messages of a maximum of one second, followed by a message display time of a <br /> minimum of two seconds with all segments of the total message to be displayed within <br /> ten seconds. Displays which scroll onto the signboard must hold for a minimum of two <br /> seconds including scrolling. <br /> E. All messages displayed on a changing electronic message sign shall be directly <br /> related to the business for which the sign was constructed. No off-premises signage is <br /> permitted. <br /> F. All changing message signs shall be constructed as an integral part of a permanent <br /> sign constructed on site. Integral shall be considered to be incorporated into the <br /> framework and architectural design of the permanent sign. <br /> G. Video boards shall be prohibited. <br /> H. Schools and Religious Facilities in Residential Zones. One electronic changing <br /> message sign may be approved for a school or religious facility(Church, synagogue, <br /> mosque, etc.) located in a residential zone, subject to Review Process II, if it meets the <br /> following criteria and conditions: <br /> 1. the sign shall not create a traffic safety hazard as determined by the City <br /> Engineer; <br /> 2. the sign shall not be located closer than 100 feet from any existing residence <br /> located within a residential zone and shall be of such light; intensity to not cause <br /> any disruption of surrounding residential uses; <br /> 3. if the sign is freestanding, it shall have a minimum setback of 10 feet from the <br /> front lot line and not exceed 10 feet in height; <br /> 4. the sign shall display only one color for the message and one color for the <br /> background within each message; <br />
