No off-premise advertising shall be permitted; 8. the sign shall not be operated as a video board; 9. the sign shall not be illuminated between 10 pm and 6 am; 10. the Planning Director shall have the authority to condition or deny an electronic changing message sign if it would be incompatible with neighborhood aesthetic character; and 11. the maximum sign area and maximum area of the electronic changing message component of the sign shall comply with Table No. 36-1.
