32. The transportation impacts analysis by Perteet, as referenced in the FSEIS
(January 2008 and April 2008, for the hospital tower) showed that, with the
installation of traffic signals at the intersections of Broadway/13th Street and
Broadway/14th Street, Levels of Service (LOS) at intersections affected by PEMC
traffic would meet City standards.
33. Parking demand from development of the ECC Property will be accommodated
through the required provision of new surface and structured parking spaces on
the ECC Property, as necessary for each new phase of development. PEMC will
be required to submit a new traffic and parking analysis for each proposed new
major development on the ECC Property.
34. The Planning Department submitted a Staff Report to the Planning Commission
that discussed standards for parking, height, massing and scale, setbacks, curb
cuts, site access, garage structures, lighting, signage, greenbelt buffer, pedestrian
connection, and rooftop mechanical equipment. The Staff Report recommended
that the Planning Commission approve the PEMC request for a Comprehensive
Plan map amendment, a rezone, and the revised PEMC Master Plan for the ECC
Property, subject to the development standards, design guidelines and mitigation
requirements incorporated in the Master Plan attached as Exhibit A.
35. The Planning Commission reviewed the proposed PEMC Master Plan for the
ECC Property Comprehensive Plan amendment and rezone at public hearings on
April 7, 2008 (hearing on Draft SEIS), June 2, 2008 and July 7, 2008.
36. The ECC Property contains 9.36 acres and, together with the existing 13.8-acre
Colby Campus, exceeds the 5-acre minimum area which may be included within
an institutional overlay zone.
37. The PEMC Master Plan for the ECC Property sets standards for the following
elements of development: (a) maximum-allowed building heights; (b) setbacks;
(c) lot coverage; (d) landscaping; (e) signs; (f) off-street parking; and (g) other
matters.
