3.8 Traffic Mitigation /Commute Trip Reduction: <br /> 3.8.1 PEMC will pay its fair share of transportation impact fees <br /> pursuant to EMC Chapter 18.40 in conjunction with permitting <br /> for each development project on the ECC Property as <br /> determined by an updated traffic study. <br /> 3.8.2 Prior to occupancy of a hospital tower or other major medical <br /> facility on the ECC Property, PEMC shall have contributed <br /> funds for the design and construction by the City of traffic <br /> signals at 13th Street/Broadway and 14th Street/Broadway. To <br /> the degree permitted by EMC Chapter 18.40, PEMC will <br /> request the City to allocate the transportation impact fees paid <br /> by PEMC to the cost of constructing such intersection <br /> improvements. <br /> 3.8.3 Prior to construction of the first major building other than the <br /> Utility Building on the ECC Property, PEMC will provide a <br /> traffic analysis showing the advantages and impacts of <br /> accessing the ECC Property on its eastern boundary from 12th <br /> Street, together with recommended mitigation addressing <br /> traffic and pedestrian safety, streetscape amenities and other <br /> issues. <br /> 3.8.4 Prior to construction of each new occupied development, <br /> PEMC will prepare a traffic and parking study in accordance <br /> with the requirements of EMC Chapter 18.40 and EMC <br /> 19.34.030. <br /> 3.8.5 Within 180 days of the effective date of this ordinance, PEMC <br /> shall provide for Planning Director review and approval a <br /> detailed program for accomplishing the Comprehensive Plan <br /> 2025 mode split objectives of not more than 64%by Single <br />
