The <br /> program shall include proactive measures PEMC will take to <br /> increase travel by transit, carpool, and non-motorized modes; <br /> interim targets between 2008 and 2025; a monitoring and <br /> reporting schedule; and contingencies in the event mode <br /> interim split targets are not being achieved. The Planning <br /> Director shall have the authority to require revisions to the <br /> proposed program to achieve compliance with mode split <br /> objectives. The program shall be evaluated prior to each phase <br /> of building construction or expansion and include compliance <br /> mechanisms the City may use if mode split objectives are not <br /> being met. <br /> 3.9 Temporary Parking, Construction Staging, Material Storage: <br /> 3.9.1 Until its development for hospital, clinic and medical-related <br /> activities, PEMC will utilize the area designated for a height of <br /> 175 feet, and portions of the 75' height zone as may be <br /> approved by the Planning Director, for temporary parking, <br /> construction staging and materials storage to support <br /> development of other areas of its campus. <br /> 3.9.2 As a condition of using the area described in subsection 3.9.1 <br /> above for temporary parking, construction staging and <br /> materials storage, PEMC will install landscaping of the Type <br /> required by the Planning Director along the northern edge of <br /> 13th Street for the width of such area, and provide temporary <br /> fencing and other suitable landscaping around the western, <br /> northern and eastern boundaries of such area. The plan for <br /> such landscaping will be reviewed by and must be approved by <br /> the Planning Director. <br />
