established in an institutional overlay zone approved by the City Council rather than the <br /> standards in the underlying zone; and <br /> WHEREAS, subsequent to the June 2, 2008 Planning Commission public hearing, PEMC <br /> proposed revisions to its master plan that include relocation of the utility building farther <br /> from the north property boundary toward the center of the site, and reduced the area <br /> originally proposed for 175 foot building heights by approximately 2.8 acres, and <br /> proposed 85 foot height and 75 foot height limits, respectively, for this area; and <br /> WHEREAS, the Department of Planning and Community Development recommended <br /> approval of PEMC's 2007 Application with revisions to further mitigate adverse impacts <br /> to the existing and anticipated land uses in the vicinity of the subject property; and <br /> WHEREAS, the Planning Commission made further revisions to the proposed master <br /> plan and recommended that the City Council approve the comprehensive plan <br /> amendment, rezone, and Institutional Overlay master plan; and <br /> WHEREAS, THE CITY COUNCIL FINDS THE FOLLOWING: <br /> 1. The following Comprehensive Plan Policies apply to this proposal: <br /> Land Use Policies <br /> 2.5 The policies of the Land Use Element allow for the continued <br /> development, expansion and operation of hospitals and clinics within those <br /> residentially zoned areas currently designated for hospitals, clinics and medical <br /> related uses on the Land Use Map, and protect from further encroachment the <br /> residential neighborhoods adjoining the areas where these medical related land <br /> uses are located. <br /> 2.5.1 Protect established residential neighborhoods from further encroachment <br /> by hospitals, clinics and other related medical activities, and limit such uses to <br /> commercially zoned areas and to those residentially zoned areas where such uses <br /> are already well established and designated by the Land Use Map. <br />
