2.5.2 Confine hospitals and medical clinics presently located in residential areas <br /> to compact configurations developed intensively rather than allowing them to <br /> sprawl into neighborhoods and eliminate existing housing stock. <br /> 2.5.3 Require development, expansion and remodeling of hospital and clinic <br /> activities to be visually compatible with and minimize the parking and traffic <br /> impacts upon established residential areas: <br /> 2.11.4 Everett Community College and Providence Everett Medical Center are <br /> large institutional facilities located in the Northwest Everett neighborhood. In <br /> 2005, City Council approved Comprehensive Plan map amendments, along with <br /> master plans for both facilities that are implemented through Institutional Overlay <br /> zones. The PEMC master plan provides for phased hospital development through <br /> 2015; while the ECC master plan provides for phased development through 2011. <br /> The approved PEMC expansion includes significant intensification of use on the <br /> existing hospital properties as well as expansion to the east of the current site. <br /> The expansion to the east will result in the relocation and/or demolition of a block <br /> of homes in the Donovan Historic District (Block 248). Future expansions <br /> beyond the approved 2015 development will require additional review by the <br /> City, which may consist of amendments to the Institutional Overlay zone and <br /> Comprehensive Plan amendments. PEMC must work with the surrounding <br /> neighborhood residents in planning future expansions. Any future expansions <br /> must use existing hospital properties more intensively, excepting transitional <br /> buffer area, or extend from Block 248 to the north and northeast. No further <br /> homes may be lost to hospital expansion beyond the approved Master Plan. <br /> Future expansion to the east of Oakes Avenue beyond Block 248 is prohibited. <br /> Hard to Site Facility Policies <br /> 2.10.2 "Hard to site" facilities shall be located so as to provide the necessary <br /> service to the intended users of the facility with the least impact on surrounding <br />
