4.0 Design Review Guidelines <br /> 4.1.1 Review Process: The City will use Review Process II, as well as the <br /> PEMC Design Review Committee, for review of applications for development <br /> of the ECC Property. <br /> 4.1.2 Guidelines for Construction Adjacent to Residential Development: <br /> Intent: To promote a positive environment around the hospital that <br /> encourages and supports the residential character of the <br /> neighborhood. <br /> Guidelines: <br /> • Buildings should have clear and visible pedestrian access. <br /> • Buildings adjacent to residential areas should be designed so they <br /> are sensitive to the residential area by using appropriate material, <br /> color and massing. <br /> • Trash areas and loading docks should not be visible from the street <br /> and residential area. They should be screened by a combination of <br /> masonry walls, landscaping and trellises, or located below grade. <br /> • Noise generating mechanical equipment should be located within <br /> the buildings with sound buffering to reduce noise impacts. <br /> 4.1.3 Massing and Scale: <br /> Intent: To encourage architectural expression that suggests a high <br /> quality urban character and reduces the apparent bulk of the <br /> building into a pedestrian friendly proportion. <br /> Guidelines: <br />
