• Buildings over four stories in height should have a distinct"base" <br /> at the ground level, using articulation and materials such as stone, <br /> masonry, or decorative concrete. The base should be made <br /> interesting through the use of various attractive architectural details <br /> such as windows, artwork, masonry strips, etc. <br /> 4.1.4 Curb Cuts/Site Access: <br /> Intent: To maintain continuous uninterrupted sidewalks by <br /> minimizing the impact of driveways, and provide clear and <br /> safe pedestrian and vehicular circulation. <br /> Guidelines: <br /> • Curb cuts for driveway entrances, where practical, should be <br /> located no closer than 100 feet apart. <br /> • Sidewalk patterns shall carry across the driveways. <br /> • Consolidate vehicular driveways, where appropriate. <br /> • Primary access shall be taken from 13th Street. <br /> • Upon approval by the Planning Director and City Engineer, and <br /> subject to a traffic study and environmental review, secondary <br /> access may also occur from 12th Street at the eastern property line <br /> of the ECC Property. <br /> • Both vehicular and pedestrian access points should be clearly <br /> visible from adjacent streets. <br /> 4.1.5 Parking Lots— Screening and Landscaping: <br /> Intent: To reduce the visual impact of parking lots and define <br /> pedestrian and vehicular circulation. <br />
