Only sites that are located so as to promote compatibility with other <br /> existing or planned land uses shall be allowed for such uses. <br /> 2.10.3 The impacts of"hard to site" facilities shall be reviewed in accordance <br /> with the review process specified by the City's zoning code, SEPA ordinance, and <br /> other applicable ordinances of the City that promote land use compatibility and <br /> mitigation of potential adverse impacts caused by the siting and operation of such <br /> facilities. <br /> 2.10.4 Land uses that meet the description of"essential public facilities" which <br /> serve a countywide, regional or statewide need shall not be permitted in Everett <br /> unless the proponent demonstrates that other communities have accepted a fair <br /> share of essential public facilities. <br /> 2. PEMC is a regionally significant facility providing medical services throughout <br /> northwest Washington and it is the second largest private employer in Snohomish <br /> County. The Comprehensive Plan anticipates PEMC's long-term presence in <br /> Everett. <br /> 3. The City of Everett grew in population from 70,000 in 1990 to over 101,000 in <br /> 2006. Snohomish County's population grew from 466,000 in 1990 to 672,000 in <br /> 2006. By 2025, the County population is forecasted to approach one million and <br /> Everett's population to reach 123,000. <br /> 4. In 2007, PEMC had 25,000 in-patient admissions, 103,000 emergency department <br /> visits, and 500,000 outpatient visits. PEMC's emergency department volume was <br /> the highest of any hospital in the state <br /> 5. PEMC presented newly developed information to justify the proposed change to <br /> the land use designation in order to accommodate hospital and medical service <br /> needs beyond 2015, the planning horizon for its 2005 Master Plan. This new <br /> information includes population growth projections, projected hospital bed <br /> demand, and projected growth in physician and clinic space needs that correlate <br /> with the proposed building program and height standards of the master plan. <br />
