April 4, 2012
Council Member Affholter disclosed that he was hired by the Economic
Alliance of Snohomish County earlier this year as Vice President of
Business and Economic Development. He remarked that under his
contract he has a one-year term of employment and is paid a fixed salary
without any bonus or variable pay. Neither his position nor his salary is
influenced by any contract with the city, and he is not an officer of the
Economic Alliance. He has submitted his employment contract which
provides additional detail. He requested that this disclosure be recorded
in the minutes before any action is taken. He then left the council
chambers to allow the council members to discuss the agenda item.
City Attorney Iles stated that after further review of this matter, he
recommends that council amend the motion before them. The contract
was previously rescinded and the money returned to the city. Rather than
moving to ratify the contract with the Economic Alliance which would run
from January 1, 2012 through December 31, 2012, council should enter
into a new contract with essentially the same terms previously approved
with the contract commencing now and running for the next twelve
months. He remarked that it is his understanding that this is acceptable to
the Alliance.
Moved by Council Member Nielsen, seconded by Council Member
Roberts to amend the motion to authorize the Mayor to execute a contract
with the Economic Alliance of Snohomish County with a one-year term
commencing April 1, 2012 and terminating March 31, 2013.
Roll was called with all council members voting yes except Council
Member Hatloe, Stonecipher, and Affholter who were excused.
Motion carried.
Council Member Nielsen acknowledged the League of Women Voters for
their attention to council matters.
96
