_ - Gi6, Qn Trak..............
..........
........
Consultcrnts,ln'~,_
.............
r
MEMORANDUM
To: Michael Brick, City of Everett
From: Zach WiebenW
Project: Powder Mill Buildings A and B (Seaway 36), GTC#13-171
City of Everett Traffic Mitigation Fee Calculation
Date: September 17,2014
This memorandum summarizes the traffic mitigation fee calculation for buildings A and B of the
Powder Mill development. The two buildings will have a combined area of 227,805 square feet(SF)
devoted to warehouse and maybe some area for manufacturing purposes. The two buildings will
also have a small portion of the space (<15%) used for office space in support of the
warehouse/manufacturing-related activities.
Trip Generation
Trip generation calculations were performed using trip generation data contained in the Institute of
Transportation Engineers' (ITE) Trip Generation Manual, 91h Edition (2012) for Land Use Code
(LUC) 150, Warehousing and LUC 140, Manufacturing. The descriptions for LUC 150 and LUC
140 list offices as a component of warehouse and manufacturing use, therefore no separate trip
generation calculations were performed for the office portions of the buildings. The Powder Mill
Buildings A and B are expected to generate 817 new average daily trips (ADT) and 82 new PM
peak-hour trips. The trip generation associated with the two buildings is summarized in Table 1.
Building Land Use Square ADT PM Peak-Hour Trips
Footage In Out Total
Building A Warehouse 97.794 SF 348.15 7.82 23.47 3129
Manufacturing 10.866 SF 41.51 2.85 5.08 7.93
Building B Warehouse 107.230 SF 381.74 858 25.73 34.31
Manufacturing 11.915 SF 45.51 3.13 5.57 8.70
Total 227,805 SF 1 816.91 22.38 59.85 1 82.23
The trip generation calculations are included in the attachments.
Traffic Mitigation Fees
The Powder Mill Buildings A and B are located within the City of Everett Paine Field Action Area
and have an associated traffic impact fee of $1.006 per PM peak hour trip generated. The
development is expected to generate 82 new PM peak-hour trips and therefore has an associated
traffic mitigation fee of$82,492.00(Building A: $39,234.00, Building B: $43,258.00).
Attachments (A-1 to A-3)
2802 Wetmore Avenue•Suite 220-Everett WA,98201
Tel:425-339-8266-Fax:425-258-2922•E-mail: infoLgibsontraffic.com
