Section 11: Effective January 1, 2012, and thereafter, service for the City of Everett surface water <br /> management services are hereby assessed on all utility customers in Everett not being billed for sewer <br /> service as follows: <br /> A. Single family residence: $12.80 per month <br /> (The monthly charge includes the current state utility tax.) <br /> B. For other than single family residence (multiple family residence, commercial, and <br /> industrial users, etc.). The rate shall be computed in accordance with the following <br /> formula: <br /> Drainage service charge per month=Metered water usage x 12.80 <br /> 900 cu. ft. <br /> (The monthly charge includes the current state utility tax.) <br /> The minimum monthly charge regardless of usage shall be $12.80 per month <br /> Section 12: Metering Requirements. Washington State Department of Health Water Efficiency <br /> Rules, WAC 246-290-496, require every municipal water system with more than 1,000 connections to <br /> meter all services by January 22, 2017. The City of Everett may, at anytime after the effective date of <br /> this ordinance and prior to January 22, 2017, convert existing flat rate services to metered service <br /> accounts. At such time, as a flat rate account is converted to metered, beginning with the next <br /> scheduled read date, the meter will be read and that account will be billed based on consumption and <br /> current rates for domestic metered accounts no later than the next billing cycle. <br /> Section 13: State Utility Tax. The Mayor is authorized to increase or decrease the water charges <br /> herein to reflect any change in the State of Washington tax on water system revenues (currently set at <br /> 5.029% of system revenues). <br /> Section 14: On April 1, 2009, and thereafter on a biannual basis, the Utilities Superintendent shall <br /> submit a review and report of the financial condition of the water utility and City Council shall <br /> consider adjustment of rates, based on then current costs including but not limited to changes in the <br /> AFSCME Labor Relations agreement wage provisions for the position of Utility Laborer. <br /> Section 15: Domestic water customers will be defined a follows: "All metered water customers, <br /> either single family homes or multi-unit dwellings, of which the primary use is that of a structure to <br /> house human residents for an extended period of time shall be considered residential customers for the <br /> purpose of water billing". <br /> 26 <br />
