This amendment requests a budget for the necessary public outreach to meet with citizen groups and provide factual information about City services, taxes and fees as compared to those provided in the unincorporated area. Staff anticipates needing a budget of$30,000 to $50,000 to carry out this activity beginning in November, 2008 and continuing through 2009. The funding would be used for consultant assistance for polling, production of informational brochures and graphics, meeting room rental, and related expenses. It is not anticipated that the funding will be used to pay for staff time. This funding does not include any costs associated with placing the matter on the ballot, if City Council decides to do so. If the annexation ballot measure is approved, the City will also need to hire a contractor/consultant to determine the annexation population. That work is not included in this budget amendment. These funds will only be spent subject to City Council approval of the annexation process moving forward, which is scheduled for the November 26, 2008 City Council meeting.
