I 'C <br /> 1 SECTION 19: PRETREATMENT. <br /> 2 A. In the event that the Public Works Director determines that <br /> 3 discharges into the sewer system from sources which do not conform to the <br /> 4 requirements of this ordinance may be permitted without substantial <br /> 5 impairment of the sewer system, an owner of premises connected to the sewer <br /> 6 system may request approval to pretreat effluent entering the sewer system <br /> 7 at his own expense to a degree that will produce an effluent which does <br /> 8 conform to the requirements. This section shall cover discharges not <br /> 9 covered by the City of Everett Industrial Pretreatment Program. Such <br /> 10 pretreatment facilities may include grease traps, chemical or biochemical <br /> 11 plants, sedimentation chambers, or any other devices which change the <br /> 12 characteristics of the matter entering the sewer system. Maintenance of <br /> 13 such pretreatment facilities shall be the responsibility of the owner and/or <br /> 14 occupant of the property to which the sewer system is connected. Any and <br /> 15 all such devices and equipment shall be subject to the approval of the <br /> 16 Public Works Director, shall not be put into operation without a written <br /> 17 permit of approval issued by the Public Works Director, shall be provided <br /> 18 with all necessary features of construction to permit inspection of <br /> 19 operations and testing of material passing through them and shall be open to <br /> 20 the inspection by the Public Works Director or his authorized representative <br /> 21 at any time. <br /> 22 B. Permit holders may be required to submit to the City samples of <br /> 23 industrial waste discharges or to perform tests and report the test results <br /> 24 to the City on a routine-continuing basis. When testing is deemed by the <br /> 25 Public Works Director to be necessary to assure that the operation of the <br /> 26 sewer system is not impaired, such tests shall be performed, recorded and <br /> 27 the results reported to the City, all at the expense of the permit holder. <br /> 28 When deemed necessary by the Public Works Director, a permit holder may be <br /> 29 required to obtain, install , operate and maintain an automatic sampler <br /> 30 and/or analyzer, at his own expense, to monitor his discharge. When <br /> 31 required by the Public Works Director, the permit holder shall install and <br /> 32 <br /> 14 <br />
