In the event that the Public Works Director finds that excess <br /> 2 pollutant discharges of liquids containing suspended solids in excess of two <br /> 3 hundred fifty parts per million or matter having a five-day BOD in excess of <br /> 4 two hundred fifty parts per million or fats, oils and grease in excess of <br /> 5 fifty ppm. may be continued without impairing proper operation of the <br /> 6 Everett municipal sewer system, the Public Works Director may issue an <br /> 7 excess pollutant discharge permit and establish charges therefor. Said <br /> 8 permit shall be revocable at any time by the Public Works Director upon <br /> 9 finding that continued discharge of sewage exceeding the above standards <br /> 10 will impair operation of the Everett sewer system at the time of sewer <br /> 11 connection application. All applicants intending to operate any industrial <br /> 12 or manufacturing operations shall submit data concerning type of wastewater <br /> 13 discharges and the Public Works Director shall consider issuance of an <br /> 14 excess pollutant discharge permit at that time. <br /> 15 D. Correction of sewer system blockages shall be charged on a time <br /> 16 and material basis. The City Council shall by resolution establish the <br /> 17 charges for excess pollutant discharges on the basis of an annual analysis <br /> 18 of sewer collection and treatment costs. <br /> 19 <br /> SECTION 18: DETERMINATION OF CHARACTER OF WASTE MATTER. <br /> 20 <br /> Before any matter of any nature may be discharged into the sewer <br /> 21 - <br /> system, which discharge might reasonably be considered a violation of this <br /> 22 <br /> ordinance, the controlling characteristic of such matter shall be determined <br /> 23 <br /> to the satisfaction of the Public Works Director. The responsibility of <br /> 24 <br /> initiating such determinations, of any costs involved, and of submitting the <br /> 25 <br /> results of the determinations to the Public Works Director for his approval <br /> 26 <br /> lies solely with the party or parties desiring to discharge the matter into <br /> 27 <br /> the sewer system. The fact that any matter has been discharged into the <br /> 28 <br /> sewer system prior to the passage of this ordinance or subsequent thereto <br /> 29 <br /> but without any objection from the City does not constitute a valid right to <br /> 30 <br /> so discharge such matter. <br /> 31 • <br /> 32 <br /> 13 <br />
