The adjustment <br /> 17 will be applied to partial payments made according to Section 1-09.9 for the following <br /> 18 bid items when they are included in the proposal: <br /> 19 <br /> 20 "HMA Cl. The Contracting Agency does not guarantee that asphalt binder will be <br /> 28 available at the reference cost. <br /> 29 <br /> 30 The Contracting Agency will establish the asphalt binder reference cost twice each <br /> 31 month and post the information on the Agency website at: <br /> 32 <br /> 33 http://www.wsdot.wa.gov/Business/Construction/EscalationClauses.htm <br /> 34 The reference cost will be determined using posted prices furnished by Poten & <br /> 35 Partners, Inc. If the selected price source ceases to be available for any reason, then <br /> 36 the Contracting Agency will select a substitute price source to establish the reference <br /> 37 cost. <br /> 38 <br /> 39 The base cost established for this contract is the reference cost posted on the Agency <br /> 40 website for the period immediately preceding the bid opening date. <br /> 41 <br /> 42 Adjustments will be based on the most current reference cost for Western Washington <br /> 43 or Eastern Washington as posted on the Agency website, depending on where the work <br /> 44 is performed. For work completed after all authorized working days are used, the <br /> 45 adjustment will be based on the posted reference cost during which contract time was <br /> 46 exhausted.
