The <br /> II 3 action of applying a coating to steel or iron is deemed a manufacturing process. <br /> 4 Coating includes epoxy coating, galvanizing, aluminizing, painting, and any other <br /> 5 coating that protects or enhances the value of steel or iron. Any process from the <br /> I 6 original reduction from ore to the finished product constitutes a manufacturing process <br /> 7 for iron. <br /> 8 <br /> I 9 <br /> 10 Due to a nationwide waiver, Buy America does not apply to raw materials (iron ore and <br /> alloys), scrap (recycled steel or iron), and pig iron or processed, pelletized, and reduced <br /> 11 iron ore. <br /> I 12 <br /> 13 The following are considered to be steel manufacturing processes: <br /> 14 <br /> 15 1. Production of steel by any of the following processes: <br /> I 16 <br /> 17 a. Open hearth furnace. <br /> 18 <br /> J 19 b. Basic oxygen. <br /> 20 <br /> 21 c. Electric furnace. <br /> I 22 <br /> 23 d. Direct reduction. <br /> 24 <br /> I 25 2. Rolling, heat treating, and any other similar processing. <br /> 26 <br /> 27 3. Fabrication of the products. <br /> 28 <br /> I29 a. Spinning wire into cable or strand. <br /> 30 <br /> 31 b. Corrugating and rolling into culverts. <br /> I 32 <br /> 33 c. Shop fabrication. <br /> 34 <br /> I 35 A certification of materials origin will be required for any items comprised of, or <br /> 36 containing, steel or iron construction materials prior to such items being incorporated <br /> 37 into the permanent work.
