-3- <br /> PROJECT DESCRIPTION <br /> Our understanding of the project is based on our telephone conversations <br /> and meeting with, and information provided by, Wilsey & Ham and the <br /> Everett Parks Department. The locations of the improvements discussed <br /> below are indicated on Drawings 1, 2, and 3. We understand that pro- <br /> posed improvements to Walter E. Hall Park include three all-weather <br /> soccer fields, a fenced Little League baseball field with portable <br /> bleachers, a basketball court, a restroom structure, paved parking <br /> areas, and a buried pipe for stormwater detention that will be located <br /> beneath portions of the pavement. Only minor excavations and limited <br /> fill depths are expected to be necessary to achieve final design grades. <br /> Based on existing site grades, it is assumed that general future grades <br /> will be about Elevation 612 or 613 (City of Everett Datum) . <br /> New facilities proposed for Kasch Park include four softball fields in a <br /> circular configuration with a two-story concession/restroom structure at <br /> the center, asphalt-paved parking areas, two picnic shelters, a mainte- <br /> nance facility, a ranger station with carport, three all -weather soccer <br /> fields, and illumination for the athletic fields. The site will be <br /> graded significantly. Preliminary proposed grades for the softball <br /> fields are Elevation 557 to 559, resulting in approximately equal areas <br /> of cut and fill , with cut and fill depths of up to 13 and 22 feet, re- <br /> spectively, relative to existing grade. Preliminary proposed grade for <br /> the north soccer field is Elevation 555, indicating that cuts of up to <br /> 15 feet will be required, and only a small area will need to be filled <br /> (to a depth of about 13 feet) . Preliminary proposed grades for the <br /> center and south soccer fields are Elevation 557. The majority of the <br /> 11 center field will be cut, with a maximum depth of about 13 feet and a <br /> maximum fill depth of about 10 feet. The south field appears to have <br /> about equal areas of cut and fill , with cut and fill depths of about 6 <br /> feet and 10 feet, respectively, relative to existing grade. <br /> Structures at both parks will be designed with 18-inch diameter columns <br /> that are supported by spread footings. Maximum anticipated column loads <br /> are about 20 kips for the picnic shelters and the two story concession; <br />
