-5- <br /> SITE CONDITIONS <br /> Walter E. Hall Park <br /> At Hall Park, the majority of the area of proposed improvements was <br /> clear of trees, and the ground surface was either bare or planted with <br /> grass. The extreme west side of the site and the area of the proposed <br /> baseball field were wooded. Most of the site was relatively level at <br /> about Elevation 612 to 613. However, there were some man-made knolls or <br /> berms, and a natural hill in the baseball field area, that rose to about <br /> Elevation 620. We understand that for a previous park design, there <br /> were two man-made ponds located along the west side of the site, but <br /> these were filled with soil about two years ago. In several areas there <br /> was ponded water on the ground surface, and there was a drainage ditch <br /> along the west side of the site. <br /> Kasch Park <br /> At Kasch Park, the area of the proposed softball fields (south end) was <br /> either wooded or covered with dense brush and slash. The topography <br /> generally sloped down to the east, and the ground surface ranged from <br /> about Elevation 570 to 535. A small drainage crossed the site in a <br /> north-south direction at about the center of the site, and there were <br /> occasional swampy areas with ponded water. The majority of the site had <br /> been logged in the past. <br /> North of the proposed softball fields were two existing softball fields, <br /> a parking area, and a restroom. Southwest of the existing softball <br /> fields was a fill stockpile approximately 20 feet high that reportedly <br /> was placed during construction of the existing facilities. <br /> North of the existing facilities was the site of the three proposed <br /> soccer fields. This area was covered with heavy brush and small alder <br /> trees. The topography generally sloped down to the east and south, and <br /> the ground surface ranged from about Elevation 570 to 545. Dirt roads <br /> and paths passed through all three fields. A man-made drainage crossed <br />
