ORDINANCE NO. 2764-04 <br /> AN ORDINANCE of the City of Everett, Washington, providing for the <br /> condemnation, appropriation, taking and/or damaging of certain land, <br /> property and/or property rights for the construction of roadway <br /> improvements along 112th Street S.E. from 3rd Avenue S.E. to Interstate 5; <br /> and directing the City Attorney to prosecute the appropriate action and <br /> proceedings in the manner provided by law for said condemnation. <br /> WHEREAS, the City Council for the City of Everett, Washington has determined that public <br /> health, safety and convenience demand road improvements to be constructed and maintained <br /> along an approximately one-half mile section of 112th Street S.E. from 3rd Avenue S.E. to <br /> Interstate ("I") 5 (the "Project"); and <br /> WHEREAS,this Project is part of the transportation element of the City's GMA Comprehensive <br /> Plan and in the City's six-year Transportation Improvement Plan. This Project is also within the <br /> Washington State Department of Transportation ("WSDOT") statewide transportation <br /> improvement plan. The Project continues the completed widening of 112th Street west of the <br /> location of this Project. This Project is one segment of a multi jurisdiction plan, coordinated <br /> between Snohomish County, the City, and WSDOT, to widen the 112th Street corridor; and <br /> WHEREAS,the Project will replace the existing 3-lane roadway with a 5-lane roadway that will <br /> have turn lanes as well as pedestrian sidewalks and bicycle lanes on both sides of the road. The <br /> plans are described in construction drawings and plans contained in a volume of approximately <br /> 30 sheets prepared by the City's engineers; and <br /> WHEREAS, the location of the road improvements is dictated by the traffic problems along the <br /> 112th Street corridor from 3rd Avenue S.E. to 1-5. These road improvements are aimed at <br /> increasing the capacity of the roadway in south Everett, an area that is currently experiencing <br /> rapid population growth and is expanding in employment opportunities. The improvements to <br /> the roadway are designed to relieve the existing traffic congestion problems and reduce accidents <br />
