as well as provide additional benefits such as storm water run-off detention and stormwater <br /> treatment along 112th Street S.E. in the Project area. Currently, the Project area along 112th <br /> Street S.E. has no existing stormwater treatment. The stormwater treatment provided by the <br /> Project will improve the water quality of North Creek; and <br /> WHEREAS, the Project will replace the North Creek culvert, located under 112th Street S.E. <br /> near the 7th Avenue S.E. intersection with a larger box culvert that is bottomless and will <br /> facilitate the passage of fish at road crossings. The existing North Creek culvert is a pipe that <br /> obstructs the migration of salmon; and <br /> WHEREAS, the failure to construct such road improvements will cause traffic counts to <br /> continue to exceed capacity along 112th Street from 3r Avenue S.E. to I-5, creating the potential <br /> for additional traffic accidents and inhibit economic development within the City of Everett; and <br /> WHEREAS, the City hired consultants to study several roadway alignment alternatives. In <br /> April 2001, Perteet Engineering prepared a study called, "City of Everett 112th Street SE — 3rd <br /> Ave. SE to SR 527 Scoping Study." In 1994, Snohomish County performed a study called <br /> "Design Report for Beverly Park-Edmonds Road/112th Street SE/SW — SR 525 to 3rd Ave. SE. <br /> The City considered alternative design options for the Project. Every segment of the multi- <br /> jurisdiction plan to widen the 112th Street corridor underwent environmental review. The City <br /> held public workshops and gave notice to owners of property abutting the 112th Street corridor <br /> by posting notices along that corridor as well as by sending written notice to individual owners. <br /> The City determined that significant adverse environmental impacts are unlikely as a result of the <br /> Project and sent a notice of proposed Mitigated Determination of Non-Significance to the owners <br /> of property abutting the 112t Street corridor on July 11, 2003. The City issued a Final <br /> Determination of Non-Significance ("FDNS"), SEPA#03-025, on September 5, 2003; <br /> NOW, THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Public Use. The construction of road improvements along the 112th Street corridor <br /> from 3rd Avenue S.E. to I-5 will promote and enhance the public health, safety and welfare by <br /> reducing traffic counts within the 112th Street corridor and by creating the potential for reduced <br /> traffic accidents. The Project will also provide additional benefits such as storm water run-off <br /> detention and treatment, a new culvert at North Creek that will facilitate the passage of fish, as <br /> well as pedestrian sidewalks and bicycle lanes. These promote the safety of the public and the <br /> welfare of the environment.
