The current"Vision Statement" for the Port of Everett north marina area at 13th Street <br /> says, "Existing Marina Area: This area shall remain a working waterfront, with priority given to <br /> an intensive mix of maritime uses. A wide mix of compatible water-oriented commercial uses, <br /> public access, recreational uses, and supporting activities will also be encouraged" <br /> is hereby changed to read: <br /> "Existing Marina Area: This area shall retain working waterfront components, with priority <br /> given to a mix of maritime uses that support the marina. A wide mix of compatible water- <br /> oriented commercial uses, public access, recreational use, and supporting activities will also be <br /> encouraged. Any large-scale redevelopment of this area shall be guided by a master plan that <br /> gives priority to preservation and enhancement of the marina and its supporting uses. The <br /> master plan shall also encourage public access to and enjoyment of the shorelines and <br /> emphasize attractive, people oriented mixed-use development with significant public access, <br /> abundant public parking, a plaza or public center area, and separation between pedestrians and <br /> automobiles encouraging public movement. The master plan shall orient buildings and facilities <br /> to maximize visual access to the river channel, marina, harbor, and mountain views and provide <br /> visual and direct access to the river channel, marina and shoreline pathway system. The mix of <br /> uses may include both water oriented and non-water oriented commercial/retail, office, hotel, <br /> public facilities, public access and ample public pathways and walkways." <br /> 2. Management Policy#1, on page 4-8 of the SMP, currently reads, "Give priority to <br /> maritime uses and services, and encourage a mix of compatible water-dependent and associated <br /> water-related industrial and recreational uses, and water-oriented commercial uses" <br /> is hereby changed to read: <br /> "Give priority to maritime uses and services, and encourage a mix of compatible water- <br /> dependent and associated water-related and marina support and recreational uses, and water- <br /> oriented commercial uses. Non-water oriented commercial and office uses shall only be <br /> permitted when they provide public access and are part of a master plan guided mixed-use <br /> project that includes water-dependent uses." <br /> 3. Shoreline Use Table 5.1 on page 5-2 of the SMP says "non-water oriented uses" are <br /> not allowed (as denoted by the "X" under the "Maritime zone"), <br /> is hereby amended to read, through and amendment to (1) the Table and (2) use of <br /> a footnote to the provision: <br /> (I) Table 5.1, under "Maritime" at "Non-water oriented shall read, "(P,15]," and <br /> (2) FOOTNOTE to Table 5.1 at "[P,15]" above: 15 = Non-water dependent and non-water <br /> oriented uses are allowed in the North marina Planned Development Overlay— WC zone area <br /> only, subject to provisions of applicable City regulations and the Development Agreement and <br /> Design Standards and Guidelines in affect for the area ." <br />
