J. Section 105.2 of the 2003 Editions of the IBC and IRC add the word "platforms" to number 6 (IBC) and to number 5 (IRC). K. Section 105.2.7 of the 2003 Edition of the IRC is hereby amended by deleting the text and adding the following: Prefabricated swimming pools in which the pool walls are entirely above the adjacent grade and if the capacity does not exceed 5,000 gallons (18,927 L). L. Section 105.3.1 of the 2003 Editions of the IBC and IRC entitled "Action on Application" is hereby amended by the addition of the following: 105.3.1.2 Violation Citation—Order Notwithstanding any language in this Code, in the event a time period is established in: 1) a violation citation issued by a Code Compliance Officer or the Building Official, or 2) an order issued by the Violations Hearing Examiner, said time period shall supersede the time period provided by this Code. M. Section 108.3 of the 2003 Editions of the IBC and IRC shall have a new sentence added to the end of the paragraph as follows: The value for commonly built structures shall be determined by using valuation data adopted by the Building Official by policy. N. Sections 112.1, 112.2, & 112.3 of the 2003 Edition of the IBC and Sections 112.1, 112.2, 112.2.1, 112.2.2, 112.3 & 112.4 of the 2003 Edition of the IRC are hereby deleted and the following inserted in their place: Section 112 - Board of Review. For the purpose of determining suitable alternate materials, alternate types and methods of construction and reasonable interpretations regarding the UBC, any person aggrieved by an order or action of the Building Official who does not have an enforcement procedure pending pursuant to Chapter 1.20 EMC, may file a written request with the City Clerk requesting a determination by the Board of Review. The aggrieved party must file such request within thirty calendar days from the date of receipt of the written order and shall cause to be made at his own expense, any tests or research required to substantiate the request. Where work for which a permit is required by this Code is started or proceeded with prior to obtaining said permit, the fee specified in the Fee Resolution shall be doubled, but the payments of such double fee shall not relieve any persons from fully complying with the requirements of this Code in the execution of the work nor from any other penalties prescribed herein.
