Section 4. Ordinance No. 2180-96 (EMC Chapter 46.28) is hereby amended by <br /> the addition of the following section which will be codified as EMC 46.28.201: <br /> Parking in the central business district. <br /> A. Parking in the central business district is to be managed according to the <br /> "Recommended Downtown Parking Management Strategies" and the <br /> "Guiding Principals" identified in the 2008 Downtown Parking Management <br /> Study as amended. On-street parking within the central business district will <br /> be managed for the primary purpose of providing customer parking. <br /> B. Parking management within the central business district will use the 85% rule <br /> as a guide for implementing management strategies. The 85% rule in urban <br /> parking management is an operating principle and tool used to manage <br /> parking supply. When parking occupancies in a particular area routinely <br /> reach or exceed 85% full during peak parking demand, more intensive <br /> management strategies should be employed to decrease occupancies so <br /> that some on-street visitor parking stalls remain vacant and available. <br /> Section 5. Section 6 of Ordinance No. 2826-05 (EMC 46.28.205), which reads as <br /> follows: <br /> Reparking. <br /> A. Areas Outside the Central Business District. No person shall repark within <br /> the same block on either side of the street where parking spaces have time <br /> limits imposed. Except as specifically provided below for parking within the <br /> central business district, a vehicle shall be deemed to be reparked and in <br /> violation of this subsection despite any movement of the vehicle unless the <br /> vehicle is moved sufficiently to pass through or across a street intersection. <br /> B. Areas within the Central Business District. No person shall repark anywhere <br /> within the central business district between the hours of eight a.m. and six <br /> p.m., Monday through Friday; provided, however, it shall not constitute a <br /> violation of this subsection if the vehicle is reparked for the primary purpose <br /> of immediate shopping or the immediate securing of services within the <br /> central business district. Nothing in this subsection is intended to, nor shall <br /> be construed to, include reparking for the purpose of employment or <br /> attending classes within the meaning of"securing of services" as an <br /> allowable purpose for reparking within the central business district. <br /> C. No employee shall repark within the central business district between the <br /> hours of eight a.m. and six p.m., Monday through Friday. <br /> Be and the same is hereby amended to read as follows: <br />
