Reparking. <br /> A. Areas Outside the Central Business District Repark Emphasis Area. No <br /> person shall repark within the same block on either side of the street where <br /> parking spaces have time limits imposed. Except as specifically provided <br /> below for parking within the central business district repark emphasis area, a <br /> vehicle shall be deemed to be reparked and in violation of this subsection <br /> despite any movement of the vehicle unless the vehicle is moved sufficiently <br /> to pass through or across a street intersection. <br /> B. Areas within the Central Business District Repark Emphasis Area. No person <br /> shall repark anywhere within the central business district repark emphasis <br /> area between the hours of eight a.m. and six p.m., Monday through Friday; <br /> provided, however, it shall not constitute a violation of this subsection if the <br /> vehicle is reparked for the primary purpose of immediate shopping or the <br /> immediate securing of services within the central business district. Nothing in <br /> this subsection is intended to, nor shall be construed to, include reparking for <br /> the purpose of employment or attending classes within the meaning of <br /> "securing of services" as an allowable purpose for reparking within the <br /> central business district. <br /> C. No employee shall repark within the central business district between the <br /> hours of eight a.m. and six p.m., Monday through Friday. <br /> Section 6. Section 25 of Ordinance No. 2180-96, as amended by Section 9 of <br /> Ordinance No. 2826-05 (EMC 46.28.250), which reads as follows: <br /> Enforcement of parking regulations. <br /> A. The parking regulations set forth in this chapter shall be enforced by the <br /> city's police officers and the city's parking enforcement officers. For parking <br /> violations occurring within one thousand feet of any city park, the parking <br /> regulations may also be enforced by the city's park rangers. However, it shall <br /> be the primary responsibility of the parking enforcement officers to enforce <br /> this chapter, as well as any other parking regulations adopted by the city. <br /> Parking enforcement officers shall be employees of the city under the <br /> direction of the city's police department. <br /> B. Failure to perform any act required or the performance of any act prohibited <br /> by this chapter is designated as a parking infraction unless otherwise <br /> provided. <br /> C. City police officers and city parking enforcement officers have the authority to <br /> issue a notice of parking infraction when the parking infraction is committed <br /> in the officer's presence. <br /> D. In addition to city parking enforcement officers and city police officers, city <br /> park rangers have the authority to issue a notice of parking infraction when <br />
