Some TMAs are formed <br /> specifically to develop, implement and manage plans and programs to improve and promote the <br /> use of transit, ridesharing and parking services. <br /> 3. Growth and Transportation Efficiency Center (GTEC) <br /> Creation of employment and residential centers as designated GTECs was authorized by <br /> Washington State as part of the CTR Efficiency Act of 2006. The program's purpose is to <br /> increase transportation efficiency in areas with high concentrations of jobs and housing, such as <br /> in Downtown Everett, and support goals and policies that direct growth and economic <br /> development into these areas. <br /> While the CTR program is focused on commute trips of only the largest employers, the GTEC <br /> program expands the reach of CTR by implementing proven TDM strategies to all daily trip <br /> types within a specific geographic area. This is accomplished in cooperation with smaller non- <br /> CTR affected employers and with area residents. The focus of the GTEC program is to build <br /> partnerships that more fully integrate land use and transportation decision making in order to <br /> increase the efficiency of transportation systems, economic viability, and environmental <br /> stewardship of the GTEC areas. <br /> B. Recommended Key Traffic Mitigation Strategies <br /> • I-5 Downtown Everett Interchange Access Improvements -- Construct interchange ramp <br /> and arterial improvements at downtown interchanges - Pacific, Hewitt and Everett <br /> Avenues <br /> • I-5 HOV Lanes (US 2 to SR 528) -- Construct HOV lanes on I-5 from US 2 north to SR <br /> 528. Expected to decrease I-5 congestion which pushes traffic onto downtown streets. <br /> • 41st Street/Broadway Arterial Improvements -- Provide arterial improvements on 41st <br /> St. and Broadway to provide improved I-5 access and capacity to serve new growth in <br /> the riverfront area and in Downtown. *** <br /> • East Marine View Drive Improvements -- Construct dedicated truck route improvements <br /> between I-5 and North Broadway. Expected to greatly reduce truck volumes impacting <br /> Downtown and provide for future growth at the waterfront industrial areas. <br /> • City Gateway Street Improvements -- Construct landscaping and signage denoting entry <br /> corridors to the City, especially to Downtown. <br /> • West Marine View Drive / Rucker Avenue/41st Street Freight Route -- Identify, design <br /> and construct an improved truck route from I-5 at 41st to the Port of Everett and other <br /> waterfront industrial area. Study a more direct connection between Rucker Ave. and W. <br /> Marine View Drive. <br /> 8 <br />
