C. Freight Mitigation <br /> The West Marine View Drive/Rucker Avenue/41st Street Freight Route project is expected to <br /> help significantly alleviate truck traffic impacts within Downtown. No freight impact mitigation <br /> would be required for development proposals within the study area. <br /> D. Parking Mitigation <br /> Key parking mitigation strategies being considered in the Downtown Parking Study include: <br /> • Support of TDM and CTR strategies <br /> • Adopt code/rules for parking management <br /> • Improve effectiveness of enforcement <br /> • Simplify parking fine structure <br /> • Increase parking fines to greater than the cost of daily off-street parking <br /> • Create uniform 90 minute time zones in the downtown <br /> • Consolidate management of City owned parking and assign a parking manager <br /> • Establish a joint public/private stakeholder advisory committee <br /> • Establish a Downtown parking fund <br /> Implement paid on street parking based on 85 percent rule, if and when warranted after <br /> improved enforcement lowers the percentage of long-term parking utilizing on-street parking. <br /> E. Public Transportation System <br /> Key Downtown public transportation facilities and service improvements are outlined in the <br /> following sections. <br /> 1. Public Transportation Service and Facility Improvements <br /> The Downtown Everett planning area is an important regional employment and public services <br /> center and provides a regional hub for public transportation services. However, significant <br /> service and facility improvements would be needed to accommodate the forecasted increase in <br /> public transportation demand, and to improve access to transit services including: <br /> • Additional or expanded public transportation services <br /> • Improvements to designated transit-oriented streets <br /> • Additional transit-oriented Street designation <br /> • Upgrades to Downtown bus stops and shelters <br /> • Improvements at Everett Station <br /> 2. Transit Service Improvements <br /> Downtown transit service providers include Everett Transit, Community Transit, Sound Transit, <br /> Island Transit, and Skagit Transit. In addition, national and international passenger <br /> transportation service is also provided at Everett Station by Greyhound and Amtrak. In the <br /> future, the demand for transit is forecasted to increase and transit service providers will play a <br /> key role in accommodating and encouraging increasing demand and transit ridership. <br /> 9 <br />
