Additional land within or near the planning area should be acquired with <br /> the understanding that land prices for potential purchases will increase proportionately to <br /> property values. <br /> The City can best meet forecasted demand by taking the following actions: <br /> • Continue with plans to develop the Key Bank plaza space; <br /> • Purchase additional park space and prioritize expenditures to create a downtown park; <br /> • Secure funding to create a riverfront park and harbor front trail, which would help <br /> satisfy growing recreational needs in each alternative (Everett Parks Strategic Master <br /> Plan); <br /> • Continue to incorporate public open spaces in downtown beautification and revitalization <br /> efforts. Such initiatives should seek to link redeveloped areas with existing parks and <br /> open spaces (i.e. connect waterfront and riverfront to planning area); <br /> • Develop a broader and more inclusive range of park programs and services (i.e. <br /> continue to implement recommendations provided in the Parks and Recreation Strategic <br /> Master Plan as well as complete a revised needs assessment for future planning area <br /> residents); <br /> • Consider the issuance of voter-approved park bonds; <br /> • Augment local funding with outside sources (i.e. public and private grants) wherever <br /> possible to make the most efficient use of revenues; <br /> • Incorporate public and private open space areas within new buildings and <br /> redevelopment; and/or <br /> • Require private recreation amenities in private residential and commercial developments. <br /> Section 5: ENERGY AND NATURAL RESOURCES <br /> A. Electricity <br /> 5.1 Mitigation Required by Existing Regulations <br /> 1. City of Everett <br /> Construction of electrical facilities must be approved by permitting process through the City's <br /> Utilities Department. Design and construction of electrical facilities must comply with the City of <br /> Everett's Design and Construction Standards and Specifications for Development manual, <br /> Section 3.9 Underground Utilities. <br /> 2.
