Natural Gas <br /> 5.3 Mitigation Required by Existing Regulations <br /> 1. City of Everett <br /> Natural gas facilities must be approved by the permitting process through the City's Utilities <br /> Department prior to construction and operation. Design and construction of natural gas <br /> improvements must comply with the City of Everett's Design and Construction Standards and <br /> Specifications for Development manual, Section 3.9 Underground Utilities. <br /> 2. Others <br /> The Washington Utilities and Transportation Commission (WUTC) and the Federal Energy <br /> Regulatory Commission regulate the transmission of natural gas. <br /> 5.4 Mitigation Measures <br /> The following mitigation measures should be implemented to assist in minimizing the impacts of <br /> future development on the existing natural gas facilities: <br /> 1.
