<br /> No committed funding sources to implement the subarea plan currently exist; however,
<br /> there are many potential sources from which funding may be derived. The majority of
<br /> funding for the subarea plan will likely originate from private and public grant funds.
<br /> Additional funding for elements of the subarea plan may also come from special levees or
<br /> bonds, from tax incentives for landowners, or through the establishment of public or
<br /> private mitigation banks. Where possible, federal, state, and local funding sources or
<br /> land resources will be used to match grant funds and maximize funding opportunities
<br /> throughout all phases of the project.
<br /> A portion of the Phase 3 non-tidal restoration in the center of the subarea is on property
<br /> owned by Puget Sound Energy(PSE). PSE will give priority to using this property for its
<br /> own restoration and mitigation activities, and retains the right to operate existing
<br /> transmission lines and perform any necessary upgrades and maintenance activities.
<br /> d. Habitat Function Benchmark Gain:_ Potential habitat gains in this area include 30,800
<br /> IVA-acre points in tidally restored areas.
<br /> e. Mechanisms to Ensure Implementation and Measure Effectiveness: Monitoring and
<br /> adaptive management would be required as part of any permit requirement. See the
<br /> Marshland Subarea Plan for monitoring mechanisms to review implementation and
