Introduction <br /> • Providing a designated and permitted use table consistent with the SMP, SMA, and <br /> the results and conclusions of this subarea plan (Appendix A) <br /> 1.4.2 Subarea Plan and Other Comprehensive Plan and Shoreline Master <br /> Program Elements <br /> Comprehensive plans for cities planning under the GMA must include the following <br /> elements: land use (including a future land use map), housing, transportation, public <br /> facilities, parks and recreation, economic development, and utilities. Additional elements <br /> such as subarea plans may be added at the option of a local jurisdiction. The Marshland <br /> Subarea Plan is an optional element under GMA. The Subarea Plan has been integrated into <br /> the Comprehensive Plan and SMP with consistency amendments as needed. <br /> 1.5 Public Involvement <br /> In accordance with the requirements of GMA, SMA, and SEPA, the City has provided for <br /> continuous public review and comment over the course of the Marshland planning process. <br /> Public involvement activities associated with the Marshland Subarea Plan process and EIS <br /> included formation of a stakeholder group, general property owner outreach, environmental <br /> review comment periods, and public meetings and hearings. <br /> The City formed a stakeholder group made up of property owners, utility providers, BNSF <br /> Railway, environmental groups, the Tulalip Tribe, the City, the County, and other public <br /> agencies to review and comment on the subarea plan project at each phase of its <br /> development. Through the subarea plan issuance date, the Stakeholder Group has held six <br /> meetings. The meetings were open to the public and at each meeting there was period of <br /> time for public comment. <br /> The City held a meeting for property owners to provide early information on the project, and <br /> offered to meet with property owners at their request. The City also sent mailings to all <br /> property owners to ascertain their interests in participating in restoration actions. <br /> Additionally, SEPA scoping notices describing the subarea plan and the alternatives, the <br /> Draft and Final environmental impact statements, and the draft Subarea Plan were sent to all <br /> property owners. <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 9 070346-01 <br />
