Introduction <br /> The SEPA process included a 25-day scoping period in advance of the EIS preparation, and a <br /> 30-day comment period after the Draft EIS (DEIS) was issued. Responses to comments were <br /> provided in the Final EIS (FEIS). These comment periods and documents were made <br /> available to citizens, property owners, elected and appointed officials, and other agencies and <br /> tribes. <br /> A series of public meetings was held for the project to provide input by the public at various <br /> stages of the development of the subarea plan and its associated DEIS and FEIS. These <br /> meetings included: <br /> • A Public Hearing on the scope of the EIS. The meeting was held by the Everett <br /> Planning Commission and Everett Parks Board of Commissioners on March 18, 2008. <br /> • A Public Hearing on the alternatives developed by the stakeholder group prior to <br /> initiating the EIS process. The meeting was held by the Everett Planning <br /> Commission and included the Everett Parks Commission on July 15, 2008. <br /> • A Public Hearing on the DEIS. The meeting was held by the Everett Planning <br /> Commission and Everett Parks Board of Commissioners on December 2, 2008. <br /> • A meeting with the Parks Board of Commissioners on January 13, 2009, to present the <br /> alternatives. <br /> • A Public Hearing held by the Parks Board of Commissioners to recommend an <br /> alternative to the Planning Commission on February 24, 2009. <br /> • A Public Hearing on the Final EIS including adoption of the preferred alternative by <br /> the Everett Planning Commission on March 3, 2009. <br /> In addition to the public meetings, City staff and consultants met with property owners, <br /> utility providers, and other interested groups, such as the Everett Rowing Association, Dr. <br /> Alex Alexander and agricultural interests, Snohomish County Agricultural Advisory Board, <br /> Lowell Civic Association, and the Valley View—Sylvan Crest—Larimer Ridge Neighborhood <br /> Association. <br /> After the issuance of the draft subarea plan, the following steps are planned, and include <br /> more public meetings related to the subarea plan at which citizens may comment: <br /> Meet with property owners on the draft subarea plan <br /> • Hold a stakeholder group meeting on the draft subarea plan <br /> • Circulate the subarea plan and associated City plan and regulation amendments for <br /> public review <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 10 070346-01 <br />
