Background Information <br /> permitted use in the Interim Urban Conservancy Agriculture SMP designation (No Action <br /> Alternative) but would be permitted in the Action Alternatives. All of the Action <br /> Alternatives involved some level of change to the current flood control and diking facilities. <br /> For all the Action Alternatives, the intent was to not alter hydrology or flood protection <br /> upstream of the flood control structure and in areas outside of where restoration occurs. <br /> Where private land is shown for habitat restoration, one or more forms of landowner <br /> approval were obtained during the project planning process. In most cases, restoration was <br /> contingent on the sale of some or all of the private land to a public entity that would <br /> implement the restoration. <br /> The general land use categories within each alternative included: <br /> • Agriculture: activities involved in the production of crops or livestock operation. <br /> • Preservation/Enhancement: Streams, wetlands, or terrestrial ecosystems currently <br /> providing relatively high ecological functions that may benefit from actions that <br /> increase the critical area's functions <br /> • Restoration: the return of a stream or wetland, or terrestrial ecosystem, to a state in <br /> which its functions and values significantly approach its unaltered state <br /> • Other/Infrastructure: road, railroad, power, and liquid petroleum product rights-of- <br /> way or easements or parcels. <br /> • Recreation: lands designed to encourage active or passive forms of exercise or <br /> refreshment. Alternative 1 provides for active and passive recreation. Alternatives 2 <br /> and 3 provide for passive recreation. <br /> 2.3.1 No Action Alternative <br /> The No Action Alternative retains the City's current Comprehensive Plan, SMP, and <br /> regulations applicable to the Marshland subarea and no formal restoration plan would be <br /> developed. The current Comprehensive Plan designation for the city limits would remain <br /> "Agricultural" for the majority of the land and"Parks/Open Space" for Rotary Park (City of <br /> Everett 2007a). Existing land uses, including the existing agricultural use of the City owned <br /> properties, would likely continue. Voluntary habitat enhancement projects could occur <br /> under the No Action Alternative; however, any voluntary restoration actions would more <br /> likely be piecemeal and are not likely to result in habitat creation and enhancement to the <br /> magnitude that would occur under the Action Alternatives. <br /> Draft Subarea Plan June 2009 <br /> Everett Marshland 24 070346-01 <br />
