Background Information <br /> The specific Land Uses within the No Action Alternative include: <br /> • Agriculture—applies to majority of the land <br /> • Recreation— Rotary Park <br /> • Trails— consistent with the City's Shoreline Public Access Plan <br /> • Wildlife Preservation/Enhancement—areas identified for habitat retention or <br /> enhancement along the Snohomish River <br /> • Wildlife/Wetland Conservation—for lands that are allowed minimal development and <br /> greater critical area and shoreline protection in current plans and regulations <br /> • Wildlife Preservation—for areas already in permanent protection <br /> 2.3.2 Alternative 1: Maximum Recreation <br /> The Maximum Recreation Alternative provides areas for active and passive recreation, <br /> ongoing agricultural uses, and restoration actions that only require minimal changes to <br /> existing infrastructure. Alternative 1 includes active recreation opportunities on the west <br /> side of the BNSF Railway and a trail. Limited tidal habitat restoration would occur. No <br /> changes to the Marshland Flood Control Pump Station are included, though a portion of the <br /> Marshland Canal would be rerouted and some new dikes would need to be constructed. No <br /> fish passage would be provided through the Marshland Pump Station. Some freshwater <br /> wetland restoration and riparian habitat improvements are included under this Alternative. <br /> The specific Land Uses within the Alternative 1 include: <br /> • Agriculture— applies to a large portion of the land <br /> • Recreation— Rotary Park and proposed recreation west of BNSF tracks <br /> • Trails—looping around restoration and running adjacent to some utility corridors <br /> • Wildlife Preservation/Enhancement—areas identified for habitat retention <br /> • Fish Preservation/ Enhancement—areas identified for habitat retention <br /> • Wildlife Preservation—Spane Wetland mitigation site <br /> • Fish and Wildlife Restoration—Tidally restored lands east of BNSF tracks <br /> 2.3.3 Alternative 2: Stakeholder Preferred Alternative <br /> Alternative 2, the Stakeholder Preferred Alternative, represented an alternative that was <br /> supported at stakeholder workshops in July 2008. Alternative 2 provides greater habitat <br /> restoration and fewer recreation opportunities than Alternative 1.
